In California it is illegal to hide. Although one can clearly see all the letters and numbers. At night, when light is reflected, then the numbers are not visible to read.

Yes, in some cities of Cali, like cars good for it. Lil Sweet Mother fined for that reason. They have a good reason that people have a hard time and fatten their pockets.
